The immigrants start a resistance group. Many return to India later to fight for independence.</image:caption>

      <image:caption>The city government wants to tear down Vanport but can’t find residents new homes. So, they let them stay and let the structures decay. Most white people leave. Black residents have nowhere to go. On Memorial Day, the Columbia River levees burst, destroying Oregon’s largest Black community in hours. Over 6,700 Black people lose their homes. 2 years later, this part of St. Johns still has no Black residents. Rather than rebuild, the city turns the land into Delta Park and a golf course.</image:caption>

There has been no middle school in Albina for a decade. A busing program scatters thousands of Black children into majority-white schools across the city. Black teachers are barred from teaching in Black neighborhoods. Racial harassment and violence are common. Most white kids in PDX can walk to school. Almost none take the bus. The Black population around here has tripled to 2%.</image:caption>

On the day of his funeral, 2 PPB officers print 100 T-shirts with a smoking gun and the words, “Don’t Choke ’Em. Smoke ’Em.” They are fired, then rehired with back pay.</image:caption>

      <image:caption>By 1990, this is one of the most integrated places in PDX. Over 1,200 Black Portlanders live here along with many Latino and Asian residents. Almost 1/3 of St. Johns is nonwhite. Soon, Roosevelt High School becomes majority minority. The area diversifies partly because of pollution. St. Johns is home to the city’s landfill until 1991. Against residents’ wishes, government officials have sacrificed the Columbia River Slough to industrial waste. The city builds subsidized housing next to the sewage treatment plant.</image:caption>

After 142 years, voters amend the state constitution to remove its original racist language relating to the ban on Black residents.</image:caption>

Officers say they followed him because of “neighborhood demographics.” No PPB officer has ever been prosecuted for killing a person of color.</image:caption>

For 161 years, voters here have elected only white governors, senators, US representatives, attorneys general, secretaries of state, and Portland mayors. Students of color stage a sit-in at Roosevelt High School to protest falling diversity and rising inequality. White St. Johns residents average more than 3x higher income than Black residents. If these kids stay in school, they’ll fall further behind. The more educated a Black person achieves in this state, the more underpaid they get. Black residents with a PhD make more than $33,500 less than white peers.</image:caption>

As incomes are flat, many would-be buyers ask their parents to help. More than a ¼ of new buyers here have a family member not just give them money, but actually co-buy their home. In previous generations, the federal government gave 98% of home loans to white families. Now, those families have money to give to their kids. In Oregon, white families average 10x more wealth than Black families—about $154,000 more per household. 30 years of increasing diversity ends. St. Johns gets whiter again.</image:caption>
