His name is York. He’s on the Lewis and Clark expedition, and he’s enslaved—legally owned by William Clark since birth. These roads 1st appear on a map in 1865 while Oregon has an annual tax on every nonwhite resident. The immigrants start a resistance group. Over 9,000 Portlanders belong to the KKK. Then they are forced onto trains and into prison camps inland. Two shipyards open in the area and hire workers nationwide, including over 4,000 Black people. White residents here and citywide refuse them as neighbors. Instead, the government quickly builds the town of Vanport to house them. So, they let them stay and let the structures decay. Most white people leave. Black residents have nowhere to go. On Memorial Day, the Columbia River levees burst, destroying Oregon’s largest Black community in hours. Over 6,700 Black people lose their homes. 2 years later, this part of St. Johns still has no Black residents. PDX mayor and St. Johns native Terry Schrunk approves a plan to destroy hundreds of homes there to build I-5 and HWY 99. Then PDX votes to knock down 450 more Albina homes to make room for Memorial Coliseum. Cathedral Park desegregates. White police officers arrive. A riot ensues. The second in two years. Residents have 90 days to move. Bulldozers destroy 300 homes, stores, cafes, jazz clubs, banks, churches, and the Black Panthers’ free health clinic. For years, the all-white PPS board has desegregated schools by closing Black ones. There has been no middle school in Albina for a decade. A busing program scatters thousands of Black children into majority-white schools across the city. Black teachers are barred from teaching in Black neighborhoods. Racial harassment and violence are common. Most white kids in PDX can walk to school. Almost none take the bus. Police arrive, tackle Stevenson, and choke him to death. On the day of his funeral, 2 PPB officers print 100 T-shirts with a smoking gun and the words, “Don’t Choke ’Em. In Albina, loans are even harder to find and interest rates are up to 10x higher. In 1988, PDX banks make only nine mortgage loans in the district from Irvington to Woodlawn. Skinhead gangs are on the rise, with over 300 Neo-Nazis in PDX. Over 1,200 Black Portlanders live here along with many Latino and Asian residents. Almost 1/3 of St. Johns is nonwhite. Soon, Roosevelt High School becomes majority minority. The area diversifies partly because of pollution. St. Johns is home to the city’s landfill until 1991. Against residents’ wishes, government officials have sacrificed the Columbia River Slough to industrial waste. The state now jails young people more often than nearly the entire country. It shames banks into lending and gives grants to support Black-run nonprofit housing development. White homebuyers flood in to seize the opportunity—displacing whole communities. Home prices triple. Black homeownership drops by 36%. “King-Sabin” becomes the “Alberta Arts District.” Displaced people of all races move to still-affordable St. Johns. Officers ask him to show his hands. When he follows the order very slowly, they shoot him to death. Perez is the third unarmed Black Portlander killed by PPB in 3 years. For 161 years, voters here have elected only white governors, senators, US representatives, attorneys general, secretaries of state, and Portland mayors. Students of color stage a sit-in at Roosevelt High School to protest falling diversity and rising inequality. White St. Johns residents average more than 3x higher income than Black residents. If these kids stay in school, they’ll fall further behind. The more educated a Black person achieves in this state, the more underpaid they get. In St. Johns, home prices double. As incomes are flat, many would-be buyers ask their parents to help. More than a ¼ of new buyers here have a family member not just give them money, but actually co-buy their home. In previous generations, the federal government gave 98% of home loans to white families. Now, those families have money to give to their kids. In Oregon, white families average 10x more wealth than Black families—about $154,000 more per household. 30 years of increasing diversity ends.
