M—1990

By 1990, this is one of the most integrated places in PDX. Over 1,200 Black Portlanders live here along with many Latino and Asian residents. Almost 1/3 of St. Johns is nonwhite. Soon, Roosevelt High School becomes majority minority.

The area diversifies partly because of pollution. St. Johns is home to the city’s landfill until 1991. Against residents’ wishes, government officials have sacrificed the Columbia River Slough to industrial waste. The city builds subsidized housing next to the sewage treatment plant.
