In the 1990s, the PDX government tries to help Albina. It shames banks into lending and gives grants to support Black-run nonprofit housing development.

White homebuyers flood in to seize the opportunity—displacing whole communities. Home prices triple. Black homeownership drops by 36%. “King-Sabin” becomes the “Alberta Arts District.” Displaced people of all races move to still-affordable St. Johns.

After 142 years, voters amend the state constitution to remove its original racist language relating to the ban on Black residents.
