T—2004 On March 28, Portland Police pull over 28-year-old, unarmed James Jahar Perez for not signaling quickly enough near City Food Mart—1½ miles from here. Officers ask him to show his hands. When he follows the order very slowly, they shoot him to death. Perez is the third unarmed Black Portlander killed by PPB in 3 years. Officers say they followed him because of “neighborhood demographics.” No PPB officer has ever been prosecuted for killing a person of color.
